Drug and Alcohol Testing & Consortium

Many local employers, are required by the DOT, FHA or OSHA  to have a formal drug and alcohol testing program. Our consortium is open to mandated employers and employers who electively choose to screen their employees for Drugs, Alcohol or both.  Urine Drug Testing and Breath Alcohol Testing are provided as requested or randomly through our consortium. Consultation and support is given to both employers and employees.

Who should participate in the Consortium?

  • independant CDL operator with your own authority,
  • a manufacturer, or a business owner that employs CDL drivers

Whether you have a small business or a corporation, our consortium will quickly and easily get you in compliance, at a low cost.

What is a drug and alcohol testing consortium?

A consortium is a cooperative arrangement of independant businesses that engage for a common purpose or joint venture. In this case, the purpose is to provide a random drug and alcohol testing structure. This consortium serves as your “Third Party Administrator” for the members – between the government and the company.  Our Consortium is a full-service drug & alcohol testing plan that will take the administrative duties and worry of being compliant away from your business.  Testing is conducted randomly & unannounced before, during or after performance of safety-sensitive functions. Within the Consortium, 50 percent of all covered employees are to be drug tested each year, and 10 percent of all covered employees are to be alcohol tested each year.   We also provide Return-to-Duty and Follow-up Testing conducted when an individual who has violated the prohibited alcohol or drug conduct standards returns to work. Follow-up tests are unannounced and at least six tests must be conducted in the first 12 months returning to duty.  Sample collection at our facility – walk-ins welcome.

Why join our Consortium?

In addition to lowering your BWC premiums, drug and alcohol screening has been shown to improve productivity, product quality and reduce the frequency and severity of injuries.  Other benefits to joining our consortium:

  • We make the process easy for you to be in full compliance
  • Membership meets all annual licensing requirements & regulations
  • Full compliance with the random drug and alcohol test laws
  • Annual reporting available

How does the Consortium Work?

Once your employees/drivers become members of the consortium pool, at any time their social security number (names not used to protect identity) may be electronically pulled at random from the entire pool for testing (urine sample). If selected, the member must not refuse to comply with testing.  Any member of the consortium may expect to be selected for testing once per year, although, it is possible that one may not be selected for two or more years. It is also possible that a member could be selected more than once per year since the process is truly random.  The selected member then must submit the appropriate sample to HealthCare for Business for testing. A follow-up call will then be made to your contact person as soon as results are available.
